Although attractive, the Arkansas Trout Permits are not "stamps" as such for technical reasons. They were not gummed or required to be affixed to a license. They were required, in addition to a fishing license to fish for trout in the state. They were required to be signed on the face of the permit, but many were not, and hence are indistinguishable from "mint" copies. In 1978 (#8) the stamps were required to be signed on the back, and a place was provided. These "stamps" were frequently stapled to the license.
