Up until 1984, CDFG issued a Sport Fishing License Stamp that was valid in all waters, and specifically stated "valid in ocean waters and for taking of frogs". The 1983 Sport Fishing License Stamp was $6.75. Note: CDFG also issued trout and salmon stamps, inland fishingstamps, and onec and threecday license stamp for Pacific Ocean fishing only through 1983.

Starting in 1984, CDFG terminated the pictorial trout and salmon license stamp, and the inland waters license stamp. The new Sport Fishing License Stamp stated "Valid in all Waters of State" and the fee was raised to $13.00 + 50c ($13.00 only if purchased from CDFG direct, $13.50 if purchased from a vendor with the vendor keeping the .50c for commission). However, to accommodate those fishermen who only fished in the ocean, CDFG also issued a new license stamp that was valid for Pacific Ocean sport fishing only". This license stamp cost $7.50 in 1984, $8.00 in 1985 and $10.00 in 1986.

If a person who possessed an Pacific Ocean sport fishing license only decided to go trout fishing later on, he or she evidently had to buy an "all waters" license stamp at $13.00 or more to qualify.

Starting in 1986, CDFG made provision for a person who held a Pacific Ocean sport fishing license stamp (which then cost $10.00) who wanted to go fishing in inland waters to do so by paying the difference. The sport fishing license valid for all waters of State was $18.50, thus the difference in price to "upgrade" his or her $10.00 ocean sport fishing license stamp was an additional $8.50.

The first "upgrade" stamp was issued in 1986 and consisted of a modified copy of the old inland fishing license stamp issued from 1972 through 1983. According to Quick, the "upgrade" license stamp was issued in text format in 1987 and continues as such today.
