I was somewhat surprised to encounter the "collector-type" Lake Erie stamp. I call it collector-type because it strongly resembles the New York "Duck" stamp in style and format, which is designed for collecting, since it is not required to hunt ducks.
Since the set of stamps sold by the state includes the "angler-type", similar to
the other dozens of series of small format, self-stick stamps, I assume that
this is the one you put on the license.
I would also guess that there are art prints
associated with this series, and the publisher may have decided that the
working stamp was too plain to be framed.
