There were no stamps issued for the years 1953 to 1965. the fee was still collected, but was recorded as a notation on the license (Van).
From 1976 on, the FLMA stamps cam with attached "Quota Hunt Application" tags.
My guess is that certain species or areas required a separate license limiting the hunter
to a single kill. There would be no additional fee for this one tag, but a
second kill would require a second FLMA stamp. Another explanation would be
a special license issued by lottery from applications with this tag.
