This is a semi-pictorial series, and came with attached game tags for kills, serving as a bag limit per license. It may have been just a design mix-up which caused the 1977-8 and later stamps to have the year date be the expiration year rather than the year of issue, as had been used in the previous 9 years. In any case, there is no stamp with the year 1977 in the circle with the dollar amount. It might also have something to do with the change in hunting year to end on July 31 rather than August 31 which showed up on the 1979 dated stamp.
It is not at all clear which years had special Senior stamps issued. I have seen 1975 & 1976 for this series, and 1984 for the successor Deer series. There may be more in between.
