This series has gotten much more interesting. I had previously had just a 1987, 88, and 94, with a $10 fee and a letter "S" in the background. Recently, Gary Silc has shown me his 1989 and 1990 MW stamps which have a $3 fee and the letter "D". One explanation is a fee reduction to $3 in 1989 and a later re-raising it to $10 before 1994. I really don't think this is likely, since fees rarely go down.

More likely, to me, is that these stamps are from two different series. Possibly the "D" is for "D"aily and the "S" is for "S"eason. A minor clue is the similarity to the "D" on the "Daily Fish" stamps. The wording is not different on the two types of stamps, and Michigan has been pretty good about specifying things like resident and non-resident on the stamps themselves.

The best confirmation would be to find the two different fees in any one year. These stamps are pretty scarce, so it may take a while to confirm.
